Protests for July 6

Summary

The demonstration downtown in front of the Justice Center and federal courthouse remained largely uneventful throughout the night. Protesters had snacks from the snack van, ate barbecue, and individuals on bullhorns made speeches. There was no documented law enforcement presence until around 1:30 AM. At this time only one journalist from the night was still there, and has video of law enforcement in the U.S. Marshals’ camouflage uniform giving verbal commands to protesters to back off federal property, including the sidewalk around the courthouse.

Early in the night, a Homeland Security car was spotted near the federal courthouse downtown.

Most protesters remained around the Salmon and 3rd street area, which was also where the snack van and barbecue station were.

Around 11:40 PM, protestors moved towards the Justice Center.

The night had been quiet until around 1:30 AM, when federal agents emerged and began moving protestors away from the federal courthouse.

Summary

There was one event besides the nightly demonstration in front of the Justice Center in Portland on July 5th called “PDX Paint to Protest”, where artists did live paintings and work was auctioned off to support black-led organizations locally.

At the start of the night there were already many law enforcement officers in front of the Justice Center, purportedly there to protect construction workers that were still boarding up some windows at the front of the federal courthouse. After construction finished, these officers retreated back into the federal courthouse. Just after midnight, law enforcement came rushing out of the courthouse, running at protestors in an attempt to disperse them, shooting pepper balls, and arresting at least one person. This happened again two more times before the end of the night. There were also multiple fires started, mostly at the former plinth of the elk statue, throughout the night.

There are reports from multiple journalists on the scene that the Portland Police Bureau did not appear to be present at the demonstration. Law enforcement officers appeared to be U.S. Marshals and agents from the Department of Homeland Security – Federal Protective Services.

As early as 9:45 PM there was a heavy law enforcement presence in front of the Justice Center downtown.

Just after midnight, around 12:10 AM, federal agents reemerged from the federal courthouse without warning.

At 1 AM federal officers standing in front of the federal courthouse once again rushed at protesters unprompted. The moment was captured by multiple journalists.

Summary

This 4th of July was celebrated with a number of community marches and protests, from downtown Portland to Maywood Park and Lake Oswego. In the evening, protesters gathered outside the Justice Center, some of them setting off fireworks in the parks and on the street. Around 10:40 PM, police began shooting tear gas and other munitions from the Federal Courthouse. At 11:09 PM they declared the gathering to be a riot and used tear gas, rubber bullets, and other munitions to clear people away from the area. This push continued north and west through downtown, continuing to tear gas crowds several blocks from the Justice Center area. Arrests and tear gas use continued for several hours, as groups of protesters marched and regrouped in Chapman and Lownsdale parks.

Protests for July 3

Summary

On the night of July 3, 2020, there were several demonstrations held around Portland; A violin vigil for Elijah McClain was held at Peninsula Park as well as the nightly demonstration in front of the Justice Center downtown. In front of the Justice Center a group of demonstrators demanding justice for Vanessa Guillen was also present. Demonstrators burned several flags throughout the night, including one with the Trump logo on it.

Around 11:00 PM, a group broke off from the Justice Center and made their way to the waterfront park, where the mother of Shatamera Pruden spoke along with other speakers citing their own experiences with police. This group then went back to the Justice Center to rejoin those that had remained behind.

The first part of the night was largely uneventful. Demonstrators handed out snacks, played music, and played soccer, unimpeded by police intervention. Besides some small inter-group skirmishes and a gun scare that were promptly dealt with by demonstrators, and some small fires throughout the night, the night remained calm until the Portland Police emerged from the Justice Center at 4:00 AM and declared a riot. At this point CS gas and pepper balls were deployed at demonstrators.

By 7:00am, Portland Police were tearing down the barricades that demonstrators had made (around 2:00 AM) in front of the Justice Center.

Timeline

A large group gathered at Peninsula Park this evening for a violin vigil for Elijah McClain, where Patrick Kimmons’ mother also spoke.

As of 10:00pm about 200 protestors have gathered outside the Justice Center downtown, including a group demanding justice for Vanessa Guillen.

A group of protesters marched from the Justice Center to the Waterfront Park, where the mother of Shatamera Pruden spoke and spread her ashes in the river.

Just before midnight, the group that was at the waterfront moved back towards the Justice Center, rejoining the group that had remained there.

At around 1:15am an individual in a car, who was allegedly armed, was spotted by protestors in front of the federal courthouse downtown.

Just before 2:00am, protestors in front of the Justice Center began building a barricade using fencing and other nearby materials.

At about 3:50am, The Portland Police Bureau declared the demonstration a riot and began shooting tear gas and pepper balls at the remaining protesters in front of the Justice Center.

At 4:00am, Portland Police and what appears to be U.S. Marshals arrived on Salmon and 3rd Street.

Summary

Every Thursday, the family of Patrick Kimmons gathers to call for justice in his 2018 death from being shot by Portland Police officers while running away. This week about 30 people gathered at the North Precinct for a rally, then marched along MLK.

The evening protest at the Justice Center began with fireworks. About 250 people rallied at the front of the building, then moved toward the Federal Courthouse a block over after some fireworks in front of the building brought police and US Marshals out, who then began shooting pepper balls.

At 11:55 PM they declared this gathering to be a riot, then used munitions to push people west toward SW Broadway. After arrests, they returned back to the Justice Center area, and protesters followed not long after. Around 12:40 AM tear gas was used outside the Federal Courthouse. A smaller group of protesters remained there past 3 AM, with police periodically shooting pepper balls and other munitions toward the gathering.

Summary

Wednesday’s Palestinian Day of Rage rally drew a small crowd of 50-100 people to recognize the violence of illegal West Bank settlements and Israel’s annexation. Kent Ford, of Portland’s Black Panther movement, spoke.

Around 200 people gathered at the Multnomah County Justice Center (MCJC), enjoying a bonfire at the base of the Elk statue. Barricades were formed across SW 3rd Ave to protect protesters in the street from cars. Around 11:30 PM, PPB and federal police fired pepper balls and impact munitions at protesters outside the Federal Building, after plywood was removed from some of the windows to add to the bonfire. No arrests have been reported.

Summary

Tonight’s protest and march at Peninsula Park started with speeches from Rabbi Ariel Stone and other community members on topics spanning Palestinian solidarity, police brutality, and other intersectional aspects of the BLM movement. At 8 PM protesters marched from the park to the Portland Police Association headquarters. Tonight the PPB contract expires, and it is scheduled to be extended by city council on Wednesday. At the PPA building, a crowd of police officers including Oregon State Police guarded the building perimeter.

Police declared an “unlawful assembly” not long after protesters arrived there, deploying riot munitions. The group was pushed a distance through the neighborhood, with several arrests. At 10:14 PM the police declared the gathering a “riot” and began tear gassing protesters and the surrounding neighborhood. There were repeated announcements for the protest to move toward Albina St, but on arrival a large number of police were there and began arresting them. Multiple reporters are included in those arrests.

A smaller group of around 50-60 people rallied at the Justice Center tonight, tapering off after 1 AM.

Summary

Saturday afternoon, PDX Stripper Strike led a march across the Hawthorne Bridge, ending with dancing at Waterfront Park. Along the way, they stopped outside the Golden Dragon strip club to speak about their demands and the harm Black dancers have experienced.

Protesters gathered outside the Justice Center at dusk, building a barricade across SW 3rd and Main St. Around 10:30 PM, the police declared it an unlawful assembly and began shooting tear gas and impact munitions. People with ties to local White supremacist organizations spent much of the day sharing violent threats against BLM protestors on social media. When they attempted to attack protestors around 11:30, the agitators were pushed away from protestors and entered a 7-Eleven. These agitators were escorted away from the area by police.

Police continued to fire gas and other munitions at groups of protesters for the next few hours. At least one significant injury was reported.
