Protests for July 16

Summary

The day’s events began early on the morning of July 16th, when Portland Police raided and arrested members of Riot Ribs at Lownsdale Park downtown. The morning remained eventful, with the Justice for Patrick Kimmons march downtown which eventually led to where 5 or so pro-police protestors were demonstrating by the Justice Center. This confrontation remained verbal and never got physical. This was also when Portland Police fenced off Lownsdale and Chapman Parks, the grounds for almost all nightly demonstrations in Portland, and the Secretary of the Department of Homeland Security, Chad Wolf, rolled into town.

In the evening, there were two main demonstrations in Portland: one at the East Multnomah County Sheriffs Office (EMCSO) and one at the Justice Center. Both demonstrations were plagued with rampant police brutality and liberal use of tear gas, pepper balls, and flash bangs. At EMCSO, protestors appeared to be facing off against sheriffs and possibly back-up from Portland Police. At the Justice Center, protestors were faced with federal forces, namely U.S. Marshals with help from other non-Portland Police uniformed officers (possibly Department of Homeland Security). There were many arrests throughout the night at both demonstrations as well as reports of harassment of both press and legal observers, including the arrest of journalist Andrew Jankowski, who has since been released from custody.

Both demonstrations eventually ended in the early morning hours of July 17th.

At about 5 AM this morning, Portland Police stormed Lownsdale Park and gave those present, namely the folks working with Riot Ribs, 10 minutes to pack up their belongings and clear the area.

Both Lownsdale and Chapman Parks were fenced off and there is no public access.

Those that were left of Riot Ribs who were not arrested during the sweep of Lownsdale Park continued providing support to protestors and gathering supplies at their new location, the corner of 4th and Salmon.

At around noon, pro-police counter-protestors made an appearance downtown by the Justice Center.

A right-wing agitator, locally known as “Bike Nazi”, made an appearance downtown.

Arrests continued throughout the day in the area around the Justice Center.

Despite losing many of their operational and personal belongings in the early morning raid, Riot Ribs is back in operation downtown.

Reports that Department of Homeland Security Secretary Chad Wolf is now in Portland.

Protests for July 15

Summary

On Wednesday, PDX Stripper Strike held a lively organizing picnic at Laurelhurst Park. In the evening, folks gathered at Lownsdale Park across from the Federal Courthouse to enjoy another meal from Riot Ribs. No local or federal law enforcement officers were seen for much of the night, until an incident with a person leaving the precinct garage who shoved a protester and reportedly pulled a gun.

At 5 AM, the Portland Police declared the parks closed and begun putting up fencing. Several people were arrested, including most of the Riot Ribs crew, and all of the gear and supplies they’ve gathered were taken. In a time of severe economic struggle, the free meals and safe campsite that’s been offered here are a meaningful show of what Portland can be. There is nothing about these sweeps and arrests that supports community safety.

Protests for July 14

Summary

On Tuesday, protesters at the Justice Center enjoyed a feast courtesy of Riot Ribs. A march organized by Rose City Justice went from Revolution Hall to downtown, drawing about 200 people. There were reports throughout the night of individual arrests by the feds, including people being pulled into unmarked cars for no obvious reason. It’s unclear whether these people are being charged with a crime.

Things remained calm for much of the night, with a visit from riot cops a little after 1 AM, who removed some of the street barricades then left. At about 3:30 AM, the feds came out and used a substantial amount of tear gas and pepper balls on the remaining protesters, as well as people who were sleeping in tents in Lonsdale park. The rest of the barricades were removed by Portland Police early this morning.

Protests for July 13

Summary

The demonstration on July 13th deviated from other nights in that it was held in front of the Portland Police Association (PPA) building in North Portland, rather than downtown in front of the Justice Center per usual. When demonstrators reached the PPA building around 7:30 PM, they were almost immediately met with officers in riot gear. The stand-off between protestors and Portland Police lasted throughout the night.

The first incident of officers pushing protestors back and off the street occurred just before 9 PM. Many more pushes happened before the end of the action, some including using tear gas on protesters, others where officers pushed protesters back with just batons.

The demonstration in front of the Justice Center was reportedly very small, as most protestors concentrated their efforts at the PPA building. At the end of the demonstration around 3 AM, some protestors did make their way to the Justice Center.

Around 12:15 AM the Portland Police declared the gathering a riot, and pushed protestors, members of the press, and legal observers alike back away from the PPA building. There were a few arrests scattered throughout the night and evidence of the deployment of tear gas and pepper spray on protestors.

At 8:30 AM, Portland Police Officers detained a 12 year old child for allegedly adding accelerant to a fire at the site of the former elk statue in Downtown Portland. The child has since been released to his mother.

Protestors at a demonstration in Kenton Park that began at 5:30 PM made their way towards The Portland Police union building, which they reached around 7:30 PM.

Downtown, the nightly demonstration in front of the Justice Center had fewer numbers than most nights.

The Portland Police cited a broken window at the PPA building as their reason for declaring a riot. The window in question was broken when a PPB officer hit a protestor’s phone out of their hand and behind the line of riot officers, shown here:

There were some reports at approximately 3 AM that some protestors from in front of the PPA building were heading to Lownsdale Square in front of the Justice Center. There didn’t appear to be any journalists going with them, so this move was not well-documented.

Protests for July 12

Summary

A right-wing organized rally, “Oregonians for Peace”, at 1 PM on July 12th drew a crowd of a few hundred people, including some counter-protestors. While words were exchanged between the two groups, the event ended without any physical altercations.

At the nightly demonstration in Chapman and Lownsdale Parks across from the Justice Center and Mark O. Hatfield Federal Courthouse, most of the night was largely uneventful. Riot Ribs, quick becoming a Portland protest staple, fed protesters and passersby alike with barbecue and also acted as a mutual aid station providing water, tampons, and Advil to anyone who needed it.

There were various fires set throughout the night, the biggest being a combination of four smaller fires set in the fountain of the former Elk statue. Law enforcement made their first appearance of the night around 2:30 AM after protestors set a fire in the intersection between the Justice Center and the federal courthouse. As The Portland Police and sheriffs were retreating back into the Justice Center after having the fire put out, protestors followed them closely to the door, where an officer fired an unidentified munition into the crowd hitting a protestor.

There are unofficial reports of a few arrests made, but the Portland Police Bureau has yet to release a statement on the number of arrests made during the July 12th demonstration.

Timeline

At 1 PM today, an event called “Oregonians for Peace” organized by a right wing lifestyle vlogger was held at the Tom McCall Waterfront Park downtown. This event drew the attention of left wing counter-protestors, who showed up about an hour into the rally.

The nightly demonstration downtown in front of the Justice Center and Mark O. Hatfield federal courthouse began as usual around 9 PM.

At 11:45 PM protestors began making their way from the front of the federal courthouse to the front of the Justice Center across the street.

At 12:20 AM, a small group broke off from the larger demonstration with the intention of marching to Mayor Ted Wheeler’s home.

At around 12:45 AM, an individual showed up to the demonstration and appeared to be instigating verbal altercations with protestors and live-streaming.

Protests for July 11

Summary

On Saturday, a number of protests took place throughout the metro area, including a PDX Stripper Strike march, a BIPOC-led Worldwide Rollout event, and neighborhood marches and rallies. As protesters began to gather outside the Justice Center and Federal Courthouse in the evening, federal law enforcement swept through the parks across the street, using a substantial amount of tear gas. They held a perimeter of several blocks for about an hour before falling back to the courthouse. As the tear gas cleared enough to follow, protesters returned to the area outside the courthouse. Then one of them was shot in the head with an impact munition and injured severely. They are currently hospitalized in serious condition.

The confrontations continued, with protesters being shot with more pepper balls, and waves of tear gas used to clear the area outside the courthouse. Several arrests were made during those sweeps. Around 2 AM the Portland Police joined the feds in pushing protesters out of the downtown area, declaring that it was now closed. This area includes many people’s homes, including those who are houseless and camp on downtown sidewalks.

A group is now standing vigil at Emmanuel Hospital in NE Portland, where injured protesters were taken.

Protests for July 10

Summary

On Friday, a pair of marches brought several hundred people to the streets. The death of Haacaaluu Hundeessaa has impacted the Oromo community in Ethiopia, and here in the diaspora. Later, a youth-led march offered an opportunity to talk about ending racism and the steps that will allow future Black youth to thrive.

At the Justice Center, Federal law enforcement arrested a person apparently for drawing chalk lines on the street to mark the Federal property boundary. There were a handful of other, similar arrests through the night, as protesters created small fires and marched around the buildings. Tear gas was used during one of these arrests.

Summary

At 10 AM, a rally and march was held by the family of Patrick Kimmons, a young black man who was killed by Portland Police in 2018. The rally was held downtown before protestors marched to the site of the shooting.

The nightly demonstration in front of the Justice Center was largely uneventful. Protesters set out umbrellas with the names of black individuals that were killed by police. There was also food, including the ever-present “Riot Ribs” providing protesters and passersby with barbecue, and music. At 2 AM, officers of The Portland Police Bureau and federal U.S. Marshals agents made their first appearance of the night in front of the Justice Center and federal courthouse, respectively, but quickly withdrew back into their buildings. The night ended without any further confrontations, arrests, or munitions deployed.

Protests for July 8

Summary

The only arrest of the night that occurred at a protest happened just after 9 PM, when a minor was arrested by federal officers for purportedly pointing a laser at the federal courthouse building. After that incident, law enforcement officers did not interact with protesters again for the rest of the night.

An individual that claimed they were a part of The Portland Protest Bureau, a newly formed group in Portland that has drawn ire from local activists for claiming to be leaders of the movement, passed around a clipboard asking protesters to sign a petition to ban the use of tear gas by the Portland Police. This petition asked for people’s identifying information, including names and addresses. We would not recommend that anyone give out their identifying information while at a protest.

At 1:15 AM, an individual in a white car was seen driving erratically towards protesters and passing through the protest area multiple times. Protesters cleared a path for the individual to leave the area, which they did. As they drove away, the individual fired multiple shots into the air near where protesters were standing. Some reports indicate that a revolver was used.

Early on in the night around 9:10 PM, federal agents made an arrest at Lownsdale Park across from the federal courthouse and Justice Center downtown. Some reports state that the individual is 17 years old.

We would also recommend that no one give their identifying information, especially name and address, while at a protest.

At 1:15 AM, an individual in a white car that had been driving aggressively at/near protesters fired multiple shots into the air as they exited the area in front of the Justice Center.

The night ended without any further interactions with law enforcement or arrests.

Summary

Two overlapping events took place at the Portland Justice Center last night: a sit-in at the Federal Courthouse organized by a new group called Portland Protest Bureau, and a candlelight vigil for Summer Taylor organized by a youth-led direct action group. At about 11:50 PM, federal police burst through the park where the vigil was taking place, using flashbang grenades that were reported to be much louder than those used on previous nights. Around 1 AM, a smaller group of protesters who remained at the JC confronted Portland Police during a shift change. Another confrontation occurred around 2:30 AM.
